DropBox fails to connect and cannot update files

Description

When internet explorer's (IE) HTTP and secure (HTTPS) ports are configured to use phishbouncer as a proxy, then all attempts by DropbBox? to update the files in "MyDocuments?\My DropBox?" fail, with the dropbox systray icon indicating status (when mouse hovers over dropbox icon) that is is still connecting to update dropbox (but the connection never succeeds).

Reconfiguring IE to no longer use a proxy (i.e. phishbouncer) allows each wget call to succeed, the required component downloaded and the wireshark build to complete normally.
